ABSTRACT An improved apparatus for retaining a pad or hub of a rotatable steering wheel of a motor vehicle in a non-rotating state, relative to the driver of the vehicle, irrespective of the rotation of the steering wheel provides for two retaining collars supporting a pair of rollers for retaining an endless belt. The endless belt is biased by an idler roller using a three point pressure applying flat spring with two of the pressure points located on the retaining collar.
