A system is provided for the supply of electrical energy comprising at least one accumulator that can hold hydraulic fluid under pressure, and that is connected by controllable valves and piping to at least one hydraulic motor that drives an electrical power generator, in which the fluid is cycled from the accumulator through the hydraulic motor and returned to the accumulator for subsequent re-pressurization. In one embodiment, the accumulator comprises an expandable, resilient bladder submerged in the ocean depths. In another embodiment, the bladder is contained in a rigid tank. A series of such tanks can be used, in which the electrical power generator powers the air compressor to the extent selected by a programmable logic controller at times selected according to available power and to need to re-pressurize the hydraulic fluid.
