An on-demand water heater and a method of operating the same is provided, the water heater including an electrolytic heating subsystem (103). The electrolytic heating subsystem is a pulsed electrolysis system that heats a heat transfer medium contained within a circulation conduit (121). As the heat transfer medium is circulated through the conduit, it heats an integrated heating element (107). When water passes through the on-demand water heater, in response to user demand, the water passes through a heat exchange conduit (111) integrated within the water pipe (109/113) and positioned in close proximity to the heating element (107). As the water passes through the heat exchange conduit, it becomes heated (111). In at least one embodiment, the system is configured to allow cold water to be mixed with the hot water, thus providing an additional level of temperature control.
