An on-demand water heater and a method of operating the same is provided, the water heater including an electrolytic heating subsystem (103). The electrolytic heating subsystem (103) is a pulsed electrolysis system that heats the medium (301) contained within the electrolysis tank (303). The medium is pumped out of the electrolysis tank (303), through a conduit (121), and then back into the electrolysis tank (303). As the medium is circulated through the conduit, it heats an integrated heating element (107). When water passes through the on-demand water heater, in response to user demand, the water passes through a heat exchange conduit (111) integrated within the water pipe (109/113) and positioned in close proximity to the heating element (107). As the water passes through the heat exchange conduit (111), it becomes heated.
