An on-line shopping system includes a user terminal, a WWW server capable of communicating with the user terminal via the Internet and a public telephone network, and a settlement dial-up server (or facsimile apparatus or printer) capable of communicating with the user terminal via only the public telephone network. The WWW server downloads a dial-up access program to the user terminal, and the user terminal carries out the dial-up access program to log into the settlement dial-up server (or facsimile apparatus or printer).
