Oil shale is utilized to generate electricity at the site of the oil shale deposit. Oil shale is removed from an oil shale deposit and provided to a burn container. Hydrocarbons contained in the oil shale are combusted in the burn container to generate thermal energy. The thermal energy is utilized to heat water to generate steam. The steam is utilized to drive a steam turbine power generator located in close proximity to the oil shale deposit to generate electricity. The electricity is distributed off site using a conventional distribution system.
