The apparatus and the method for modifying two sub-sets of properties of optical signals independently of each other, the two sub-sets preferably being optical port number and wavelength. The apparatus redistributes an input optical signal carrying many wavelengths between two or more output ports, the sub-signals at different wavelengths being routed arbitrarily and independently from each other. The apparatus is constructed out of inexpensive elements having translational symmetry and thus re-directing beams of light only in one plane. Further, the device can use either MEMS array or electro-optical steering array as optical switching means. The electro-optical steering array can include thin electro-optical film in a gradient electric field or be based on a stack of birefringent beam deflectors.
