Electro-optic devices and methods for making and using same are provided wherein waveguide elements (12, 14) are coupled by introducing between them a coupling element (16) to permit strong optical coupling between the waveguides (12, 14) in a direction generally perpendicular to the direction in which light normally would propagate in the waveguide (12, 14).
