To improve semiconductor-based systems for generating white light, a phosphor is integrated into a diffusely reflective surface of an external structure. Radiant energy of a first wavelength of first and second characters is emitted, typically by one or more LEDs or other semiconductor devices. The emitted radiant energy impinges the diffusely reflective surface which contains a doped material. At least some of the impinging radiant energy of the first wavelength excites one or more phosphors that form the doped material to emit visible light of at least one second wavelength different from the first wavelength. At least some radiant energy is reflected by the diffusely reflective surface and combined with the visible light to form light emitted for a particular humanly perceptible luminance or illumination application.
