- 10- ABSTRACT OF THE DISCLOSURE A pendulum is supported to a stationary member in a manner to be elastically turnable about an axis of rotation defined near the center of the pendulum. The center of gravity of the pendulum is located further to the one side of the axis of rotation than to the other side thereof. Oscillators, which extend in the same direction perpendicular to the pendulum and its axis of rotation, are attached at one end to both end portions of the pendulum opposite relative to the axis of rotation. The other ends of the oscillators are fixed to the stationary member.
