A method of generating ozone that includes the steps of supplying an oxygen-containing gas to a discharge space to maintain a gas pressure in the discharge space of at least one atmosphere and applying a voltage across two mutually opposed electrodes to generate a voltage discharge in the discharge space. This is accomplished by supplying an electrical energy per gas molecule of at least 50 watt minutes per liter of the gas at standard temperature and pressure. The discharge space has a discharge gap length of not more than 0.6 mm, and the product of the gas pressure in the discharge space and the discharge gap length is not more than 78 Torr~cm. This produces ozone in a concentration greater than 100 mg/l at standard temperature and pressure.
