An ozone generating apparatus that includes two electrodes mutually opposed to generate a voltage discharge in response to high voltage applied therebetween. Each electrode includes at least one flat surface that is parallel to at least one flat surface of the other electrode. A dielectric is disposed between the electrodes to provide insulation between the electrodes. A gas supply mechanism to supply an oxygen-containing gas between the electrodes to generate ozone by the voltage discharge is also provided. Non-discharge portions generating no discharge dispersed over substantially an entire surface of at least one of the electrodes are provided to maintain a constant air gap length of the ozone generating unit.
