ABSTRACT OF THE DISCLOSURE A thin, substantially flat packaged treating unit includes a thin, substantially flat utensil and a protective sheath. The utensil has an upper gripping end, and a downwardly extending tapered treating end integral with the gripping end. A fluid- dissolvable treatment coating is adhered to at least one flat sur- face of the tapered treating end of the utensil. The protective sheath is a laminate construction including an intermediate, sub- stantially flat rigidifying member of substantially the same thickness as the utensil, and a pair of flexible sheets which are substantially thinner than said rigidifying member adhered to opposed flat surfaces of the ridigifying member. The rigidifying member has a tapered recess therein, and the flexible sheets over- lie the recess to define a compartment for the treating end of the utensile. The coated treating end of the utensil is disposed with- in the recess with the substantially flat opposed surfaces of the treating end lying in substantially the same plane as respective opposed flat surfaces of the rigidifyfing member. In addition, the marginal ends of the tapered treating end of the utensil are closely adjacent inner surface means defining the recess in the rigidifying member. A method of forming the above-described packaged treating unit is provided in which the thin, substantially flat utensil and the rigidifying member of the protective sheath are formed from a single, thin, substantially flat substrate. The method includes the steps of cutting the substrate intermediate upper and lower margins thereof to form the downwardly extending, tapered treating end of the utensil surrounded by regions of the substrate constituting the intermediate, flat rigidifying member of the protective sheath; coating a portion of at least one flat surface of the substrate in a region constituting the treating end of the utensil with a fluid-dissolvable treatment coating; adhering the thin flexible sheets to opposed flat surfaces of the ? of the portion of the substrate constituting the rigidifying member of the protective sheath in overlying relationship with the treating end of the utensil. In the most preferred method of this invention a plurality of packaged treating units are formed from a single substrate and opposed flexible sheets by a continuous mass production method that employs the above-described steps.
