ABSTRACT OF THE DISCLOSURE A plug valve for use on the bottom end of a packer assembly includes a tubular casing for connecting the valve to the packer assembly, a tubular plug with a closed bottom end and an open top end normally closing the bottom end of the casing, normally closed by-pass ports in the plug for introducing well fluid into the casing when the valve is open for equalizing the pressure in the valve and packer assembly with ambient pressures, releasable latches or connectors for holding the plug in the casing, and a plunger slidably mounted in the plug for opening the by-pass ports and for releasing the connectors whereby the plug can be removed from the casing.
