A paddle wheel (10) for propelling a water craft. The paddle wheel (10) includes a plurality of oppositely disposed paddles, (24) which are rotatable with a supporting shaft (30). Each of the paddles (24) are formed with side and end plates (36, 38; 39, 41) with a rounded portion (40; 42) between the outer edges of the sides (36, 38). The bottom half portion (44) of the paddles (24) is filled with concrete and the upper half is filled with air or evacuated. Thus, the paddles (24) remain in a vertical position as the paddle wheel (10) ro- tates.
