The present invention describes a Pd-catalyst, that has high ethylene selectivity even after a low temperature reduction in the selective hydrogenation of acetylene to ethylene. Thus catalyst consists essentially of 0.05 to 2.0% by weight of palladium and two other metals, namely titanium and potassium. This catalyst is prepared by the following procedure. A support is impregnated by aqueous solution of tetraamine palladium hydroxide, followed by drying and calcination. The second and third metal are then impregnated in the solution of the metal precursor followed by drying and calcination. Finally, the catalyst is reduced in hydrogen at 200°C to 600°C for 1 to 5 hours.
