Embodiments of a panel holder described herein comprise a body which is made of a heavy material or is hollow with an aperture to allow filling the body with material so as to increase its weight. The body includes a panel receiving groove and is provided with one or more brackets adjacent the groove for securing a panel to the body. Road signs in the form of a panel supported by a panel holder according to an embodiment of the present invention are also described. According to a specific embodiment, the panel holder supports a panel having the life-size shape of a side, front or back view of police car which is laminated with corresponding pictures thereof. Such a sign can be used in traffic control.
