A paper web is acted upon, typically between a printer and a cutter, so as to form an appropriate tensioned loop in the paper web. The loop is formed using at least one blower mounted in an adjustable manner above the loop, and below first and second rollers or bars over which the web passes. The blowers may be mounted on a frame which also mounts the first roller having loop control collars, and the frame may also mount one or more wire loop guides, and a loop control reflector panel which extends downwardly from the frame for cooperation with an optical sensor for loop control. Preferably two or more blowers are provided mounted in a housing and each controlled by its own on/off switch.
