L'invention concerne des procédés et un système de mise en oeuvre d'un mécanisme de participation pour la sélection d'applications, la supervision de la mise en oeuvre et de l'évolution des projets, et la surveillance et l'évaluation des projets terminés. Le procédé consiste à utiliser un mécanisme de gestion de projets dont les résultats sont flexibles et difficiles à quantifier; de gestion de projets à long terme de longueur variable nécessitant une surveillance à long terme; de gestion de projets dans lesquels l'intervention humaine est essentielle; de gestion d'un grand nombre d'applications pour un grand nombre de projets; et de gestion rationnelle d'un grand nombre de projets très divers (par exemple des projets difficiles à reproduire).
