A pneumatic tire is provided herein for mounting on a regular rim having a flange, thereby to provide a tire and rim combination. The pneumatic tire preferably comprises a tread portion, a pair of sidewall portions extending from the tread portion, a pair of axially-spaced bead portions each having a bead core and a carcass extending between the bead portions and turned-up around the bead cores from axially- inside to outside for forming a main portion and a turned-up portion in each bead portion, each of the turned-up portions having a radially-outer end with a radial height of at least 50 % of the tire section height measured from the bead base line. A bead apex, which is made of hard rubber is disposed between the main portion and the turned-up portion in each bead portion, the bead apex extending radially-outwardly and tapering from the bead core to a radially-outer end which is located at a radial height of less than 13 % of the tire section height and not more than the radial height of the radially-outer end of the flange when the tire is mounted on its regular rim, each measured from the bead base line. A first height modulus cord reinforcing layer of high modulus reinforcing cords is disposed in each of the bead portion and the sidewall portion, the first reinforcing layer extending radially-outwardly from an inner end into the sidewall portion and past the radially-outer end of the bead apex to a radially-outer end with a radial height greater than 25 % of the tire section height, each measured from the bead base line so that the portion of the first reinforcing layer radially-outward of the radially-outer end of the bead apex is adjacent at least to one of the turned-up portion and to the main portion in each bead portion. A second high modulus cord reinforcing layer of high modulus reinforcing cords is disposed in each of the bead portion and the sidewall portion.
