ABSTRACT OF THE DISCLOSURE A device for cutting a coating which is on a planar surface. A cylindrical shaft is vertically disposed in two bearings which support the shaft and allow axial rotation. At the end of the shaft is located a cutting tip which is comprised of a multi-faceted hardened material forming a point. The bearings are supported by a housing attached to a cutter arm used to control the direction of cutting. As the cutter is moved through the coating, the cutting resistance occurring when a facet of the cutting tip faces the direction of the cut causes the shaft to rotate. This results in the edge formed by two facets facing the direction of cut so that the cutter can be moved in any direction without orientation.
