A water and oil repellent composition comprising, as essential components, a phosphate of the following formula 1, a nonionic surfactant made of a compound containing at least one carbon-carbon triple bond and at least one hydroxyl group in its molecule and an aqueous medium: (R f-Q-O-)m PO(OH)n(O-)3-m-n'(Y+)3-m-n Formula 1 wherein R f is a polyfluoroalkyl group, Q is a bivalent organic group, Y+ is a monovalent counter ion, m is an integer of from 1 to 3, and n is an integer of from 0 to 2, provided that (m+n) is 1, 2 or 3.
