A mechanism for encoding an input video signal, e.g. predictive encoding, or DCT processing, based on a fixed quantization step size and variable length encoding. A first bit stream is generated and an encoding rate corresponding to a predetermined period is determined based on (1) the quantity of available data associated with the first bit stream, (2) the encoding difficulty, and (3) the quantity of usable data. Further on, the input video signal is quantized based on the encoding rate previously determined, and then variable length encoding is performed to generate a second bit stream. Thus, a variable rate is obtained as the encoding rate changes every predetermined period. In the case when the second bit stream is recorded onto picture recording media, the memory capacity is efficiently used and the recording time is extended. Even when pictures of a complicated pattern are successive, the quantization step size does not become too large and therefore, uniform high quality picture is obtained throughout the entire transmission.
