This application discloses a pipeline monitoring system comprising at least one lined pipe section. This lined pipe section comprises an outer pipe having an exterior wall, a thermoplastic liner having an exterior surface flush with and in tight engagement with the interior wall of the outer pipe, and at least one groove located in the exterior surface. The groove and the interior wall of the outer pipe define at least one passageway. The system may include leak detection means communicating with the passageway and comprising a vacuum pump and control means for monitoring significant fluctuations in the vacuum in the passageway. In another embodiment, the leak detection means may comprise a light-transmitting cable disposed along the groove and means for detecting changes in the intensity of light carried by the cable.
