ABSTRACT OF THE DISCLOSURE An equipment mounting system includes a fixed leg and a second leg pivotable thereon. Equipment mounted at the free end of the second leg is pivotable to a position which is clear of a motor vehicle access location. When the mounting system is locked in a closed position, the equipment is operable. Further, whenever the mounting system is not locked in a closed position, one or more disabling devices prohibit operation of the equipment.
