[MEANS FOR SOLVING PROBLEMS] A lotus leaf extract is prepared and it is found out that quercetin is one of the active components thereof. Effects of quercetin are evaluated by treating a cell expressing human .beta.3- adrenoceptor and a diabetic model mouse with it. As a result, it is found out that quercetin acts as a .beta.3-adrenoceptor agonist and thus exerts an effect of ameliorating obesity and an atidiabetic effect in practice.
