The present invention is concerned with a probe (12) assembly for plasma blasting or fragmenting a substance such as rock, concrete and the like. The probe assembly contains a probe made of two coaxial electrodes (26, 28) separated by dielectric material (38); a termination box (13) secured to the probe and coupled to an energy storage module, and containing electrical connections between the probe and the energy storage module; and dampening means (14) for dampening the movement of the termination box and the probe after a blast.
