A plastic lined concrete tank (10) includes a floor (12), an upright wall (14) having a lower edge (18) adjacent the floor (12), a plastic wall lining (34) on an interior surface (36) of the wall (14), and a plastic waterstop structure (22) inhibiting penetration of water between said floor (12) and said lower edge (18) of the wall (14). The waterstop (22) includes an anchor (25) embedded in the floor (12) and an upper flange (28) which overlaps the lining (34). A sealed joint (42) is provided between the upper edge (32) of the flange (28) and the lining (34). The flange (28) and the lining (34) are fused together to form a supporting structure (48) at a position lower on the wall than the sealed joint (42), whereby outward bending of the flange (28) away from the wall lining (34) at said joint (42) during shifting of the wall (14) relative to the floor (12) is inhibited and outward bending of the flange (28) away from the wall lining (34) at a location remote from said joint (42) during shifting of the wall (14) relative to the floor (12) is promoted. The tank (10) also includes a plastic floor liner (34) and a floor liner attachment member (56) fused to said anchor (25). The attachment member (56) is attached in sealing relationship to the floor liner (54).
