A system and method for delivering a pledget (20) of hemostasis promoting material to a blood vessel puncture (108) to facilitate hemostasis, having an introducer sheath (10) having an inner diameter and an outer diameter, a control tip (14) coupled to the introducer sheath (10), and a self-expandable member (478) disposed around a portion of the control tip (14) to control blood flow at the blood vessel puncture (108).
