Ce système se caractérise en ce qu'il permet d'établir une communication à faible vitesse et à grande vitesse pour offrir des services multiples de bonne qualité aux usagers. Ce système comprend des moyens permettant d'obtenir un multiplexage temporel, un multiplexage en fréquence et/ou un accès multiple par répartition orthogonale de la fréquence (AMROF).
