A method for characterizing policy changes involves. receiving a new policy tree at a network element in a network. the network element stores a current policy tree of classes. The classes relate to qualities of service of packets being processed by the network element. The method compares the classes of the current policy tree with classes of the new policy tree. The method selectively deletes classes of the current policy tree based on the comparison of the classes. The invention may be implemented as a machine readable medium.
