La présente invention a pour objet des émulseurs anti- incendies comprenant un hydrolysat de protéines associé avec: (a) au moins un co-télomère fluoré possédant un radical perfluoroalkyle et une chaîne polymérisée constituée d'unités d'un monomère hydrophile anionique et d'un monomère hydrophile non-ionique, et (b) au moins un agent tensio-actif fluoré dont une solution aqueuse à 1 g/l possède à 20°C une tension superficielle inférieure à 25 mN/m. Ces émulseurs formant un film sont efficaces à la fois contre les feux d'hydrocarbures et contre les feux de liquides polaires.
