An improved, portable food and beverage cooling device having a re-usable, freezing containment structure. Packets of a freezing refrigerant are combined with layers of insulation and vapor barriers to improve thermal storage and control the rate of heat transfer from the refrigerant to the item being cooled. The refrigerant is contained within cavities formed between thin, flexible containment sheets. The coolant, coolant containment sheets and a thin sheet of flexible insulation are sealed within a vapor barrier envelope to create adjustable air spaces between the coolant and the items being cooled. The freezable cooling envelope is then fastened to an outer protective cover or placed inside a decorative pouch which facilitate fastening the device to a food or beverage item. Using a refrigerant with a freezing temperature of below 28° F (-2° C) individual beverages or food items can be cooled to temperatures which are below 32° F (0.0° C). The device may be used alone while the beverage is being consumed or may be used to line the inside of lunchboxes or ice coolers.
