A locale simulator, for use in defining the placement of access points (APs) within an area monitored by a wireless device location and tracking system including a network having a plurality of APs is provided. The simulator has one or more computing devices and a set of storage devices coupled to the computing devices. The storage devices include various parameters including area data, AP data and wireless device data. The locale simulator also has a simulation module, hosted on the computing device, and configured to generate a digital area model and determine placement of the APs within the digital area model as a function of the AP data and the wireless device data.
