To reduce engine torque fluctuations due to load by power generation and perform minimum power generation. An engine speed Ne and a crank angle based on a top dead center are detected by using pitch signals input from a crank angle sensor. Charge period storing means preliminarily stores a plurality of charge periods different in length as a function of engine speed Ne. These charge periods correspond to some of the four strokes of the engine where the friction is low. Charge period determining means compares a present crank angle and a charge period corresponding to a present engine speed and outputs a charge control signal to an AND gate when the present crank angle falls within this charge period. A duty decided by a regulated voltage control block is input into duty setting means. When the AND gate is opened, the duty from the duty setting means is input into a switching circuit.
