A converter ECU (30) acquires a temperature rise start signal for instructing the temperature rise start of storage portions (10, 20) from each sensor and ECU provided in a vehicle. The converter ECU (30) also acquires the allowable power of the storage portions (10, 20) from a battery ECU (32) and acquires storage portion temperatures (Tb1, Tb2) from temperature detecting portions (12, 22). If any of the acquired accumulation portion temperatures (Tb1, Tb2) falls below the corresponding temperature lower limit, the converter ECU (30) generates a temperature rise instruction for the storage portion whose temperature is below the corresponding temperature lower limit on the basis of the temperature rise start signal. Furthermore, on the basis of the generated temperature rise instruction, the converter ECU (30) selects one control mode from a plurality of preset control modes and determines it as the control mode of converters (18, 28).
