The insulating layer (2) has a recess (6) designed to hold a tube (8) through which a heat-carrying fluid passes. In order to avoid hotspots in the load-distribution layer (12) above the tube (8), insulation (20, 20a) is fitted between the load-distribution layer (12) and the tube (8).
