A prepolymer composition for preparing polyurethane insulating foams with fire-retardant properties from pressurized containers consists of a prepolymer component with at least one polyurethane prepolymer containing 4 - 20% by weight of NCO groups, and usual additives, as well as a propellant gas. The prepolymer component is essentially halogen-free and has 5 to 40% by weight, based on the weight of the prepolymer component, of plasticizing phosphates and/or phosphates of the formulas 0 - P (0R)3 and 0 - P (0R)2R.
