A safety control apparatus for a vehicle positively discriminates between an object and a person by detection of physical movement by the heart activity or the breathing of the person, the movement being detected by a vibration sensor in a seat. Starting of the vehicle can be prevented if a reserved seat is unoccupied. When a person is present, the driving operation cannot be started before engagement of the seat belt.
