A preventive or therapeutic agent for glaucoma that has strong intraocular pressure lowering potency, exhibiting satisfactory intraocular pressure lowering activity even from normal intraocular pressure. There is provided a preventive or therapeutic agent for glaucoma, or preventive or therapeutic agent for ocular hypertension, or relevant eye-drops, comprising (S)-(-)-1-(4- fluoro-5-isoquinolinesulfonyl)-2-methylhomopiperazine or its salt and phosphoric acid or its salt.
