A printability improver, or surfactant, that is capable of enhancing the offset printability of paper to be printed with an offset ink, especially newsprint; and a paper, especially newsprint, that can appropriately be printed with an offset ink. There is provided a printability improver characterized by containing a cationic copolymer composed of monomer units containing a quaternary ammonium salt and hydrophobic monomer units of at least one member selected from among: (1) an alkyl (meth)acrylate, (2) a dialkyl diester, (3) a vinyl ester, (4) an N-alkyl(meth)acrylamide, and (5) methyl vinyl ether.
