Abstract of the Disclosure In order to manufacture a sack or bag of thermoplastic material, a semi-tubular web provided with a sigma-shaped fold joining the overlying web layers has a handle strip of thermoplastic introduced into the fold that is open to the outside which is then welded to the fold by flat welds made at intervals that correspond to the subsequent width of the bag. Then, the bags are separated from the semi-tubular web by transverse weld seams that run through the flat welds. The tension of the handle strip that is introduced into the fold area is controlled in order to prevent the bags or sacks from curving in the area of the fold. An apparatus for manufacturing the bags or sacks is also disclosed. The apparatus includes a feed system for the handle strip comprising a web storage unit with guide rollers that are fixed to the frame, and rollers that are mounted on a swinging arm, across which the handle strip is guided in a zig-zag path. The apparatus further includes a pair of pre-tensioning rollers that draws the handle strip into the web storage unit; and a controllable drive system for the swinging arm to pivot the swinging arm to adjust the tension that is desired for the handle strip.
