The invention relates to a process and a device for optical measurement of vibrations, especially of rotating turbine blades. The wheel moving with a specified speed of rotation, the process includes the following steps: - generation of three reference signals from detection of the passing of a marking (101), made on the hub (2) of the turbine wheel, through an optical detector (100), - detection of measurement signals on the passing of another marking (201, 301, 401), made on at least any one of the parts of the blade, in front of another optical detector (200, 300, 400), the blade undergoing oscillation, - determination of the time offsets existing between each of the reference signals and each of the measurement signals, these offsets being, in the absence of oscillations of the blade, zero or equal to specified constant values, and - instantaneous calculation of the amplitude, frequency and phase components of blade vibration from the various offsets recorded. The markings are made on the flank of the blade and possibly on an edge and the topside of the blade.
