-18- ABSTRACT A three compartment water splitting system comprosed of repeating cationic, anionic and bipolar membranes is used to remove alkali metal cations from an alkali metal chlorate solution thereby producing an alkali metal hydroxide and chloric acid. When the chloric acid reaches a certain concentration, chlorine dioxide is formed. Alternatively the chloric acid can be used for the generation of chlorine dioxide. #21-03/09/90
