A method of forming a flowable tablet blend having cohesive properties comprising, mixing a shearform matrix and a binder, densifying said mixture to uniformly localize said binder into said uncured shearform matrix and form a compacted mass, and sizing said compacted mass to form flowable particles of a blend. Tablets made from such blends are disclosed herein.
