A process for preparing an aqueous dispersion, which comprises subjecting a monomer to emulsion polymerization in an aqueous medium in the presence of a fluorine-containing copolymer comprising units derived from a fluoroolefin, and units having a hydrophilic side chain. The process of the invention overcomes the disadvantages of prior art methods which utilizes an aqueous medium in order to avoid the use of organic solvents.
