Disclosed is a process for preparing low-odor and storage-stable monomer-containing polyisocyanurates from isophorone diisocyanate (IPDI) by a partial trimerization of IPDI over a period of from 2 to 30 minutes in the presence of from 0.05 to 1.5% by weight, based on the weight of IPDI, of a catalyst of the formula: (see formula I) (see formula II) (where Y- is a carboxylate anion having 2-8 carbon atoms, R is a .beta.-hydroxyalkyl group having 2-6 carbon atoms and X is an alkylene group having from 2 to 3 carbon atoms) continuously in a tube reactor, at a temperature of 20-120°C, and a pressure range of 0.5 to 5 bar and a subsequent thermal deactivation of the catalyst at 100-160°C.
