ABSTRACT OF DISCLOSURE Crosslinking components for cationic paint binders carrying hydroxy and/or primary amino groups, preferably based on epoxy-amine adducts, prepared by reacting .beta.-hydroxyamines with isocyanate compounds and with formaldehyde at from 80 to 130°C are described. Optionally, the crosslinking component, if containing hydroxy groups, can be further reacted with semi-blocked diisocyanates and/or .alpha., .beta. -ethylenically unsatur- ated monoisocyanates. Cationic paint binders, in conjunction with the crosslinking component, can be cured at temperatures of from 150°C upwards. The structure of the crosslinking com- ponent imparts enhanced adhesion of the coatings applied to a substrate particularly when applied as a cathodically electro- deposited primer.
