ABSTRACT OF THE DISCLOSURE A process for producing an aqueous-based dispersion containing between about 15 and about 50 percent by weight solids comprising the steps of: (a) incrementally adding one or more ethylenically unsaturated monomers capable of polymerizing in an aqueous environment to a reaction vessel containing water and up to 6.3 parts per hundred parts monomers of one or more surfactants; (b) incrementally adding one or more polymerization initiators to said reaction vessel; and (c) allowing said one or more ethylenically unsaturated monomers to polymerize such that the average particle size of said polymerized monomers is less than 100 nanometers; and the dispersion produced therein is disclosed. The produced dispersions have a wide range of practical uses.
