There is disclosed a process for distributing lower-cost prescription-based pharmaceutical or medical device products for United States resident consumers or patients while complying with governmental pharmaceutical and device regulatory requirements. More specifically, there is disclosed a process for locating a United States regulated pharmacy physically outside of the United States in a free trade zone type environment such as a Canadian economic development corporation (e.g., Province of British Columbia), physical free trade zone (e.g., Mirabel airport outside of Montreal) of native peoples reservation (e.g., Indian reservation). The inventive pharmacy fulfillment center will fill prescriptions for U.S. citizens and residents with valid prescription- regulated medical products (e.g., pharmaceutical products, biological products and medical devices) obtained from non-U.S. distributors but sourced from the same manufacturers who distribute to U.S. distributors. The products will add U.S. approved labeling information or a derivative of such information and the pharmacy will fill prescriptions with a maximum allowable supply (where appropriate and according to prescription information) to U.S. residents according to the prescription information, all without running afoul of U.S. laws and regulations of the Food and Drug Administration and respective state pharmacy boards.
